In the case of Form/Survey attachments, We make use of Firebase Buckets to store our documents. Each document is stored in a unique location that is generated as a combination of the Location ID and Contact ID. We also attach a UUID to the filename. Only people who have access to the absolute URLs of that given file can access it.
